WelcometoWashingtonforthisextraordinaryAIPACconference.I''''mtoldthattheattendancefarsurpassesanyotherconference,andit''''salwaysbeenoneofthebiggestgatheringsthatWashingtonhostseveryyear.SoIcongratulateyouforbeinghereinthesenumberswiththisenergyandenthusiasm.

IalsothankmyfriendBernice,whohasservedsowellonbehalfofAIPAC,andcongratulateHowardFriedman,theincomingpresident.IthankHowardKohr,yourexecutivedirector;AmyFriedkin;andeveryonewhoworkssohardforAIPACnotjustwhenthereisagreatgathering,likethisconference,buteverysingleday,workingwithusintheCongressworkinghereinWashington.

IwanttotakejustafewminutestodiscusssomeofthesignificantchallengesfacingtheUnitedStates,Israelandourworldtoday.Asyouknowbetterthanmost,eventsintheMiddleEastareabsolutelycriticaltoourhopeforasafer,moresecureworld,aworldinwhicheverynationisfreefromthethreatofglobalterrorism.Andastrong,lastingrelationshipbetweentheUnitedStatesandIsraelisessentialtooureffortstobuildthatworldofpeaceandsecurity.

Asallofusknow,ourfuturehereinthiscountryisintertwinedwiththefutureofIsraelandtheMiddleEast.Nowthereisalotthatwecouldtalkabout,andobviouslymuchhasbeendiscussed.ButintheshortperiodthatIhavebeengiventhehonorofaddressingyou,IwanttostartbyfocusingonourdeepandlastingbondbetweentheUnitedStatesandIsrael.

Now,thesearebondsthataremorethansharedinterests.Thesearebondsforgedinacommonstruggleforhumanrights,fordemocracy,forfreedom.ThesearebondsthatpredatethecreationofthestateofIsrael,thatreallypredatethecreationoftheUnitedStatesbecausetheyarerootedinfundamentalbeliefsandvaluesaboutthedignityandrightsofmenandwomentoliveinfreedom,freefromfear,freefromoppression.Andthereisnodoubtthattheseincrediblystrongbondsandvalueswillremainasthelodestarofourrelationshipwithourdemocraticfriendandally,Israel.

Now,Israelisnotonly,however,afriendandallyforus,itisabeaconofwhatdemocracycanandshouldmean.Itis,afterall,apluralisticdemocracy.Itis,asmanyofusknowfrompersonalexperiences,averydynamicdemocracywithmanypointsofview,andthoseareexpressedwithgreatfrequencyandvigor.SoifpeopleintheMiddleEastarenotsurewhatdemocracymeans,letthemlooktoIsrael,whichhasbeenandremainsatrue,faithfuldemocracy.

Butweknowthatthegoal,theimportant,essentialgoalofademocratizingMiddleEastiscomplex,anditisnotwithoutrisks.Afewmonthsago,IwentforthesecondtimetoIraqandKuwaitandAfghanistanandPakistan,andIreturnedhomewithhopefulnessaboutwhatIhadseenandlearned,butalsowithasenseofcautionabouthowweshouldproceed.InIraqIsawfirsthandthedailychallengesconfrontingtheIraqipeople.Imetwithanumberofourtroops,thebraveyoungmenandwomenwhoareonfreedom''''sfrontlinesinIraq.ImetwithourcivilianrepresentativesintheembassyandotheragencieswhoarealsoriskingtheirlivestohelptheIraqipeople.

AndImetwithrepresentativesoftheformerinterimIraqigovernmentandthenewlyelectedIraqigovernment,aswellasprivateIraqicitizens.

NowIcameawaywithseveraloverwhelmingimpressions.First,nomatterwhatonethinksabouteventsthathaveunfoldedinIraq,thereisnodoubtthattheAmericanmilitaryhasperformedadmirably,withprofessionalism,andthateveryyoungmanandwomanwhowearstheuniformofourcountrydeservesoursupport,whethertheybeactiveduty,guard,orreservetroop.

Youknow,itisontripslikethat--despitetheoftendangerouscircumstances,IwishIcouldbringeveryoneofmyconstituents--all19millionofthemandanyotherswhocouldcome--toseefirsthand.IflewfromBaghdadtoFallujahinaBlackhawkhelicopter;metwiththeMarineswhohadliberatedFallujahfromtheinsurgentsandterrorists.

ImetwithmanyothersofourMarinesandsoldierswhoarecommittedtotheirmissiontotrytobringfreedomtothepeopleofIraq.They,aswellasthetroopsIsawinKuwaitandinAfghanistan,arecommittedtothisfundamentalbeliefthatpeopledeservetherighttobefree,deservetherighttoselecttheirowngovernment,deservetherighttoplotandplanforabetterfutureforthemselvesandtheirchildren.

Ihopethateachofyou,asyoutravelthroughyourstatesandcommunities,willmakeitapointtothanktheseyoungpeople,becausethey''''repayingaveryhighprice:1,600-pluslosttheirlives;thousandsandthousandshavereturnedhomegrievouslyinjured.Becauseoftheadvancesinbattlefieldmedicineandthenewbodyarmorthatourtroopswear,manyaresurvivinginjuriesthatwouldhaveleftpreviousgenerationsofyoungmenandwomendead.

SothereisnodoubtthatAmericahasstarteddownapath,withbloodandtreasure,totrytocreatetheconditionfordemocracyandfreedomintheMiddleEast--whichhasconsequencesfortheentireregion,foroursecurity,andcertainlyforIsrael''''s.

Atthiscriticaltimeinthiscomplicatedsituationwefindourselvesin,Ithinkit''''simportanttorecognizetheextraordinarystandthatPrimeMinisterSharonandthedemocraticallyelectedgovernmentofIsraelhavetakenastheyfacetherisksandchallengesofdisengagementandastheytrytodealwiththenewlyelectedPalestinianleadership.

Theprimeminister--whomIampleasedtonotewillfollowmetothisstage--andthestateofIsraelthathehasdevotedhisentirelifetoservingaretakingatremendousrisk.

IbelieveitisourobligationasfriendsandsupportersandalliesofIsraeltosupportIsrael''''seffortsforpeace,stabilityandsecurity.Now,thismeansdoingmorethanprovidingIsraelwitheconomicaidsothatitcanremainstronginthefaceofongoingthreats.WemustalsodemandthatPresidentAbbasdismantlethestructuresofterrorthatthePalestinianleadershiphasemployedforsolong.

Youknow,inademocracy,evenafledglingdemocracy,leadersmustbeheldaccountable.AndPresidentAbbasmustbeheldaccountablefortheactionstakingplaceunderhisleadership.IknowthatyouareaskingyoursenatorsandrepresentativestosignontoalettertoPresidentBushaboutthis,andI''''mproudtosupporttheseeffortsbecausetherecanbenodoubtthatasIsraelanditsdemocraticgovernmenttakethesestepsandwesupportthem,therehastobereciprocityontheothersideaswell.

AndmakingprogresstowardpeaceandsecurityalsorequirestheendofthebarrageofhateandincitementthatisstillofficiallysanctionedbythePalestinianAuthority.Now,IwasrelievedtolearnthisweekthatthePalestinianAuthorityremovedtheProtocolsoftheEldersofZionfromitswebsite.Reportedly,ithadbeenincludedonthewebsiteundertheheading"historyofZionism,"butwhatwasitdoingthereinthefirstplaceeventhoughwearerelievedthatitisnolongerthere?

Wemustcontinuetobevigilantaboutmonitoringhateandincitementandanti-Semitism,notonlybythePalestinianAuthoritybutthroughouttheArabworld.SauditextbookscharacterizeJewsaswicked.Iraniannewsreports,obviouslyrepresentingtheopinionoftheirgovernment,havelentcredencetoHolocaustdeniers.Thisisanissuethatallofusneedtobeconcernedabout.

Andfiveyearsago,Istoodwithmyfriend,ElieWiesel,todenouncethisincitement,thisviolence,thisanti-SemitisminPalestiniantextbooks.AndI''''vebeenworkingonthisissuebecausetomeitisoneofthosebasicissuesthat--howdoweexpecttohaveademocraticallyelectedPalestiniangovernmentiftheirtextbooksarestillpreachingsuchhatred,andifweallowthisifweallowthisdehumanizingrhetorictogounchallenged.Becausewhatishappeningisyoungmindsarebeinginfectedwiththisanti-Semitism,andthatisgoingtoruncountertowhatwehopecanhappenoverthenextyearsaswedoworkforpeaceandstability.

Sowemustcontinuetoshineabrightspotlightonthesemessagesofhatredandtheseenticementsformartyrdominthesetextbooksandonthemediathattakeyoungmindsandtwistandpervertthemandcreateanewgenerationofterroristsandinsurgents.

Aboutayearandahalfago,IheldahearingwithSenatorSpecteronthePalestinianmedia,andIconfrontedthePalestinianAuthorityrepresentativeaboutthisissue,whomwehadinvitedtocomeandaddresstheSenatecommittee.Iurgedhimtoacknowledgethatwhenitcomestochildren,whoeverthosechildrenare,shieldingthemfromhateandviolenceshouldbethenumberonepriorityoftheirfamiliesandtheirgovernmentsandtheentireglobalcommunitytopreventthishatredfromfestering.

Usingchildrenaspawnsinapoliticalprocessistantamounttochildabuse,andwemustsayithastoendnow!

And,ofcourse,thatinfectioniscontagious,anditcanspreadbeyondthePalestinianterritories.ItcanspreadintootherpartsoftheArabworld,anditcanimpactwhatgoesonthere.

Andofcourse,oneoftheareasIamdeeplyconcernedaboutisIran,anditspursuitofnuclearweapons,becauseanuclear-armedIranwouldshakethefoundationofglobalsecuritytoitsverycore.Israelwouldbemostimmediatelyandprofoundlythreatenedbythisdevelopment,butIsraelwouldnotbealone.KnowingofIran''''shistoricandpresenttiestoterroristnetworks,howwouldwefeel,hereinAmerica,iftheIranianscouldstartproducingnuclearweaponsatwill?HowwouldtheEuropeansfeelifIrancouldstartnuclearweaponsatwill?

Soletusbeunequivocallyclear.Anuclear-armedIranisunacceptable,butitisnotjustunacceptabletoIsraelandtotheUnitedStates.Itmustbeunacceptabletotheentireworld,startingwiththeEuropeangovernmentsandpeople.

IknowthatduringyourconferenceandinthelobbyingthatyouwillbedoingonCapitolHill,you''''retryingtodrawattentiontothethreatthatisposedbyanuclearIran.AndIcommendyoufortheseefforts;thisisoneofourmostserioussecurityandforeignpolicypriorities.Andweneedtomakeworkin公务员之家版权所有gwithouralliestopreventanIraniannuclearweaponatoppriority.

NowoneoftheterroristgroupsthatIransupportsisHezbollah.AndweknowthatHezbollahposesadirectanddirerisktothestabilityoftheMiddleEast.Syria''''swithdrawalfromLebanon--whichisverygoodnewsfortheLebanesepeople--alsocreatesanopportunityforHezbollahtowreakhavoc.

SoweneedtoremainvigilantabouttheterroristthreatandworktostoptheflowofsupporttoHezbollahfromSyriaandIran.AndweneedtoconvinceourEuropeanalliesofHezbollah''''sthreattoorderintheregionandtothecivilizedworld,andconvincethemtodesignateHezbollahasaterroristorganization.

AndtheEuropeansmustdomoretocutoffthefundingandthefund-raisingthatgoesoninEuropeforHezbollah,Hamas,andIslamicJihadassoonaspossible.

Now,therearemanyotherimportantandpressingissuesthatmustbeonouragenda,butIknowthatasyoutraveltotheHilltomeetwithyourrepresentativesandsenators,youwillbepresentingaverythoughtfulandcompellinganalysisoftheseandotherchallengesweface.IthankyoufornotonlybeingwillingtostandupforourvaluesandourrelationshipwithIsrael,butalsototakeyourresponsibilitiesascitizensseriously,tolobbyandtoadvocate,topersuadeandtodissuade,todiscussthesecriticalissueswithallwhowilllisten.

Wearelivingatanextraordinarymomentinhistory.TherearesomedayswhenIamveryoptimistic,andthereareotherdays,Ihavetoconfess,whenI''''mpessimistic.Iguessthatjustgoeswiththeterritory.ButwhatIamabsolutelyconvincedofisthatourcommonvalues,valuessharedandexemplifiedbyourcountryandbyIsrael,aretherightvalues,thevaluesthateveryoneshouldhaveanopportunitytobeexposedtoandtounderstandand,hopefully,toemulate.

Thereisnootheroptionintheworldthat,asTomFriedmansaid,hasbeenflattened.Wecancommunicatewitheachother,wecanbetransportedoverlongdistancesquickly,wecanfolloweventsinotherplacesfaraway.Andtherefore,weneedtorecognizethatourstruggle,ourongoingstruggleforfreedomanddemocracyistheonlywaythatwecanensurethatinthisshrinking,flattenedworld,ourchildrenwillhaveachanceforpeaceandsecurity.

Wecannotshrinkfromthedutythatthistimehasimposeduponus.Wecanhavegreat--andweshould--greatdebatesanddiscussionsaboutwhatarethebestwaystoproceedandtopursuethesecommonobjectives.Weneedthat.Weneedthatdebateanddiscussionbecauseweareinunchartedterritory.Noonehasalltheanswers,andweneedthecombinedintelligenceandgoodideasofasmanypeopleaspossible.

SowhatyouaredoingtodayisnotonlyonbehalfofAIPAC,notonlyonbehalfofIsrael,notonlyonbehalfofthestrongandenduringrelationshipbetweentheUnitedStatesandIsrael;itistrulyonbehalfofthekindofworldwewantforourchildrenand,forthoseluckyenough,grandchildren.

Andwecannotgrowweary.Thisisalong,arduouspath.Israel,Israelis,theAmericanJewishcommunityandthebroaderdiasporaknowaboutthisstruggleandthispathbetterthanmost.
