Dearfriends,

Waterisessentialforlife.Yetmanymillionsofpeoplearoundtheworldfacewatershortages.Manymillionsofchildrendieeveryyearfromwater-bornediseases.Anddroughtregularlyafflictssomeoftheworld''''spoorestcountries.Theworldneedstorespondmuchbetter.Weneedtoincreasewaterefficiency,especiallyinagriculture.Weneedtofreewomenandgirlsfromthedai公务员之家，全国公务员共同的天地lychoreofhaulingwater,oftenovergreatdistances.Wemustinvolvethemindecision-makingonwatermanagement.Weneedtomakesanitationapriority.Thisiswhereprogressislaggingmost.Andwemustshowthatwaterresourcesneednotbeasourceofconflict.Instead,theycanbeacatalystforcooperation.Significantgainshavebeenmade.Butamajoreffortisstillrequired.Thatiswhythisyearmarksthebeginningofthe"WaterforLife"Decade.Ourgoalistomeettheinternationallyagreedtargetsforwaterandsanitationby2015,andtobuildthefoundationforfurtherprogressintheyearsbeyond.

Thisisanurgentmatterofhumandevelopment,andhumandignity.Together,wecanprovidesafe,cleanwatertoal公务员之家，全国公务员共同的天地ltheworld''''speople.Theworld''''swaterresourcesareourlifelineforsurvival,andforsustainabledevelopmentinthe21stcentury.Together,wemustmanagethembetter.
